The tissues could be for a lot of things. Anything from using it as a tissue for blowing your nose, to using it to clean up a spill. And maybe there was something that needed to be cleaned up, and since shampoo is a cleaner, they thought that would work?

If it was tissues and lube, one good guess would be for masturbating. The lube to make masturbating feel better. And the tissues for clean-up of the lube and the cum.

If the person using it for masturbation has a vagina and the shampoo got into it, that could be a problem. The chemicals can throw off the pH of the vagina. And that can lead to yeast infections.

If you wanted to use a lube for masturbating and didn’t want to go out and buy one there are other options that may already be in your house. Like aloe vera. Or coconut oil.

Lotions can be tricky. It depends on what’s in them. Many of them have chemicals that might be irritating to the genitals.

So I can’t really answer your question conclusively. Maybe they were using it to clean up a spill? If they were using it for masturbating, I hope they’ve since found something that would feel better on their skin.
